To address the challenge of shortage of skilled workforce in construction sector, the Construction Skill Development Council of India (CSDCI) aims to train at least 3 lakh workers over next one year under a programme.

CSDCI, constituted under the National Skill Development Corporation, is promoted by Construction Federation of India, Builders’ Association of India, National Highways Builders Federation and Confederation of Real Estate Developers Association of India.

“There is a severe shortage of skilled labour in the construction industry. We are working towards creating more and more competent people so as to ensure quality and compliance is delivered,” CSDCI chairman Ajit Gulabchand told reporters here.

The Council has been set up with an aim to create occupational standards and competency levels for job roles as well as to issue guidelines and facilitate training and certificate of trainers and assessors.

“We want to ensure that competency-based training is delivered through all training institutions in the country. We also want more and more such institutes to be set up to create skilled labour. To begin with, our aim is to train and certify nearly 3 lakh workers in the next one year,” he said.

The Council has embarked on a plan to develop skills for the sector with six specific trades of mason, bar bender and fixer, scaffolder, carpenter, laboratory technician and assistant laboratory technician.

“Every year the programme will scale-up adding new skills, ultimately taking to about 500 odd skills to be developed in the construction sector. We will set up training standards and facilitate training institutes across the nation,” Gulabchand said.

CSDCI will work jointly with large private companies and institutions to devise industry-based curriculum, set training standards, offer good quality vocational training, and provide industry-endorsed certification.

“We will work out training mechanisms to develop modules for trainers and eventually conduct certification of trainers as well as for workers. We plan to certify around 1.14 crore trainees and train 1.98 lakh trainers over 10 years.

With the target to train 3 lakh workers in the next fiscal out of the current 3.5 crore unskilled workers, the National Skill Development Corporation (NSDC) is dreaming big. And, the Construction Skills Summit held last week in Mumbai unveiled the council’s training plans for the next fiscal.

The basic motive of the council is to identify national occupational standards in the construction industry.” Adding to this was the Chairman of National Skill Development Corporation, S Ramadorai, who emphasised, “The industry needs to take a lead so that the right people are deployed, certain people are skilled every year and workers attain the national occupational standards as prescribed by the CSDCI.”
Leading the transformation
Having identified six skills – masonry, carpentry, bar bending, shuttering, surveyor and scaffolding – in the fragmented sector till date, CSDCI aims to transform laborers into skilled personnel with the help of set occupational standards. “These standards will not only increase productivity in the industry but also increase pay packages among the workers,” affirmed Gulabchand. He further clarifies, “We will not delve into actual training procedures but will instead certify trained workers in the industry.” He assures that once quality is attained, the industry will definitely pay more. As said, this certificate will be identified by industry leaders who will not be reluctant to pay the workers their due wages.
The skill development involves rigorous on-site training conducted in an efficient and safe manner. Citing its relevance, Gulabchand went on to say, “Although various companies in the country have established their own training centres, a particular system needs to be in place.” Varying from level 1 to 10, standards have been set with the number of hours of training the worker has to undergo. This will be further assessed by an independent third party for competency.
Moreover, with a good number of international agencies having done works in particularly setting up construction skills, the council hopes to get their co-operation on the same. With this initiative, the construction industry is definitely on it way to standardisation.

The council would focus on the manpower requirements of the real estate (residential, commercial, and industrial as well as SEZ) sector, and infrastructure arena, utilities like power and irrigation, urban infrastructure, and transportation (railways, civil aviation, roadways, and ports).

“Hiring of the best competent worker for a particular function has to be performed is the only criteria prescribed by National Skill Development Corporation. We need best people to be deployed so that the quality, timeliness and cost come out effectively,” opines  S Ramadorai, Chairman of National Skill Development Corporation.

Stipend of `10,000 will be paid to workers under CSDC
As companies find hiring skilled labours difficult even for the existing projects, builders and highways associations under Construction Skills Development Council (CSDC) have come together to train and certify around 3.5 lakh workforce in the construction sector over the next one year. The trainees would also get atleast Rs 10,000 as stipend to help them pay training fees and look after their living while being trained.

We needs to employ 300 million people in the next 20 years. US employs around 135 million people, “even if we forget the prosperity we need to employ that many people it would require that much investment and the skills to take up the job. That is where the skill development exercise would help the firms and the workers together,” said Gulabchand chairman HCC.

To begin with, six skills —masonry, carpentry, bar bending & fixing, scaffolding, surveying and assistant laboratory technicians —have been identified for training on urgent basis. The skills under the programme for certification are expected to increase to around 500 in the construction segment alone. “We will work jointly with large private companies and institutions to devise industry-based curriculum, set training standards, offer good quality vocational training, and provide industry-endorsed certification.

The government of India has planned an investment of $1 trillion in the infrastructure sector in its 12th five year plan. The construction sector needs to build capacity and hence it is important to train and up skill manpower. The training would take care of requirements within the real estate, residential, commercial, and industrial and SEZ sector. In the infrastructure arena, utilities like power and irrigation, urban infrastructure, and transportation, railways, civil aviation, roadways, and ports would be catered.

“The certificate would clearly outline the productivity of the worker and how much they are capable of producing, which would help the employers to hire them as per their need. The trainee would undergo set number of hours of training and would be assessed by the third party before they are certified by CSDC. The training increases the productivity and fetches better salary for the workers at a time when construction activity and labour has definitely seen a degrowth,” said Gulabchand.

Narendra Modi-led NDA govt creates new ministry on skills

Acknowledging the urgent skills deficit in the country, Prime Minister Narendra Modi has created a ministry to take up the agenda of skill development and entrepreneurship. Sarbananda Sonowal has been appointed minister of state for skill development and entrepreneurship, according to an official release on Tuesday. “It is an important agenda but we are still getting clarity on the ministry,” said Sonowal, who took charge as MoS (independent) of sports and youth affairs. Job creation, skill development and opportunities for entrepreneurship were part of the key promises in the BJP manifesto. At present, Sonowal is expected to work out of his office in the sports ministry in Shastri Bhawan while the guidelines and modalities of the new ministry are sorted. “He is also visiting his constituency in Assam,” said a source close to the development. Efforts have skill development have till now been diffused with several ministries including labour, human resource development, and finance working on the issue.

NEW DELHI: Prime Minister Narendra Modi has made it clear that the NDA government will focus on the youth. After inducting many young leaders in his council of ministers, a new wing has been created for skill development and entrepreneurship.

It is the first time that the two departments have been clubbed together and brought under youth affairs and sports minister Sarbananda Sonowal with an aim to have a focused approach to job creation.

While entrepreneurship will be hived off from finance ministry, Sonowal will get skill development from labour and HRD ministries. Ministry officials say the newly carved department would get sufficient monetary support in the budget to be tabled in the session starting June 2.

Though the previous UPA government had created a national skill development authority under the finance ministry, it had failed to ensure requisite training to youth for the job market. Modi’s focus on youth is also depicted in his council of ministers, as key portfolios have been given to young Turks with independent charge. 38-year-old Smriti Irani is the new HRD minister with a Cabinet rank. Piyush Goyal, one of the leaders behind Modi’s election campaign, got ministries of power, coal and new and renewable energy — all held by Cabinet ministers earlier. The idea behind giving key ministries to young leaders is to prepare them for bigger roles in the future. “Modi does not want to hang on to the old guard as the Congress did,” a BJP leader said.

Modi’s high-pitched campaign, inspiring youth to vote for the BJP in large numbers, would find a reflection in the government, which is expected to come out with a new policy on skill development and entrepreneurship.

Haryana to launch reward scheme to promote skill development

Haryana Government has decided to launch a monetary reward scheme ‘STAR’ with a view to skill the youth and empower girls and women.Education Minister Geeta Bhukkal today said the first phase of the Centrally sponsored scheme would be implemented in the state from April 1 under which a minimum of one-month training would be imparted to the youth in various disciplines, including IT, retail, security, automotive and health care.
