Stipend of `10,000 will be paid to workers under CSDC
As companies find hiring skilled labours difficult even for the existing projects, builders and highways associations under Construction Skills Development Council (CSDC) have come together to train and certify around 3.5 lakh workforce in the construction sector over the next one year. The trainees would also get atleast Rs 10,000 as stipend to help them pay training fees and look after their living while being trained.

We needs to employ 300 million people in the next 20 years. US employs around 135 million people, “even if we forget the prosperity we need to employ that many people it would require that much investment and the skills to take up the job. That is where the skill development exercise would help the firms and the workers together,” said Gulabchand chairman HCC.

To begin with, six skills —masonry, carpentry, bar bending & fixing, scaffolding, surveying and assistant laboratory technicians —have been identified for training on urgent basis. The skills under the programme for certification are expected to increase to around 500 in the construction segment alone. “We will work jointly with large private companies and institutions to devise industry-based curriculum, set training standards, offer good quality vocational training, and provide industry-endorsed certification.

The government of India has planned an investment of $1 trillion in the infrastructure sector in its 12th five year plan. The construction sector needs to build capacity and hence it is important to train and up skill manpower. The training would take care of requirements within the real estate, residential, commercial, and industrial and SEZ sector. In the infrastructure arena, utilities like power and irrigation, urban infrastructure, and transportation, railways, civil aviation, roadways, and ports would be catered.

“The certificate would clearly outline the productivity of the worker and how much they are capable of producing, which would help the employers to hire them as per their need. The trainee would undergo set number of hours of training and would be assessed by the third party before they are certified by CSDC. The training increases the productivity and fetches better salary for the workers at a time when construction activity and labour has definitely seen a degrowth,” said Gulabchand.

Mumbai: To address the long burgeoning challenge of availability of skilled workforce, the Construction Skills Development Council of India (CSDCI) today announced plans to train around three lakh workers over the next year.

“Ours is a country which puts large workforce without training them,” states Ajit Gulabchand, Chairman of the CSDCI adding that the council is trying to create competency standards for training.

One of 18 Sector Skill Councils approved by the National Skill Development Corporation till date, CSDCI would focus on developing the skills for the construction sector with six specific trades of mason, bar bender and fixer, scaffolder, carpenter, laboratory technician and assistant laboratory technician.

“Every year the programme will scale-up adding new skills, ultimately taking to about 500 odd skills to be developed in the construction sector,” informs Gulabchand.

CSDCI aims to develop, establish, standardize and sustain industry competency frameworks, skill levels, occupational standards, create and deliver capacity, investment and skilling outcomes which shall meet or exceed construction industry expectations.

“The objective of CSDC is to create national occupational standards for trainers and assessors,” states Gulabchand.

The council would focus on the manpower requirements of the real estate (residential, commercial, and industrial as well as SEZ) sector, and infrastructure arena, utilities like power and irrigation, urban infrastructure, and transportation (railways, civil aviation, roadways, and ports).

“Hiring of the best competent worker for a particular function has to be performed is the only criteria prescribed by National Skill Development Corporation. We need best people to be deployed so that the quality, timeliness and cost come out effectively,” opines S Ramadorai, Chairman of National Skill Development Corporation.

The Council will set up training standards and facilitate training institutes across the nation. It will work jointly with large private companies and institutions to devise industry-based curriculum, set training standards, offer good quality vocational training, and provide industry-endorsed certification.

“It will help create a skill development plan, set specific competency standards, work out training mechanism to develop modules for trainers and conduct certification of trainers as well as for workers,” highlights Gulabchand.

CSDCI, with a corpus of Rs 140 lakh with grant of Rs3.2 crore from National Skill Development Council, plans to certify around 1.14 crore trainees and train 1.98 lakh trainers over a 10 year period.

“A wonderful programme has been launched today making it successful is our job,” opines Gulabchand.

This skill development council is being promoted by four industry bodies i.e. CREDAI, Builders’ Association of India, Construction Federation of India and National Highways Builders Federation.

“There is a severe shortage of skilled labour in the construction industry. We are working towards creating more and more competent people so as to ensure quality and compliance is delivered,” CSDCI chairman Ajit Gulabchand said.

The Council has been set up with an aim to create occupational standards and competency levels for job roles as well as to issue guidelines and facilitate training and certificate of trainers and assessors.

“We want to ensure that competency-based training is delivered through all training institutions in the country. We also want more and more such institutes to be set up to create skilled labour. To begin with, our aim is to train and certify nearly 3 lakh workers in the next one year,” he said.

Acknowledging the urgent skills deficit in the country, Prime Minister Narendra Modi has created a ministry to take up the agenda of skill development and entrepreneurship. Sarbananda Sonowal has been appointed minister of state for skill development and entrepreneurship, according to an official release on Tuesday. “It is an important agenda but we are still getting clarity on the ministry,” said Sonowal, who took charge as MoS (independent) of sports and youth affairs. Job creation, skill development and opportunities for entrepreneurship were part of the key promises in the BJP manifesto. At present, Sonowal is expected to work out of his office in the sports ministry in Shastri Bhawan while the guidelines and modalities of the new ministry are sorted. “He is also visiting his constituency in Assam,” said a source close to the development. Efforts have skill development have till now been diffused with several ministries including labour, human resource development, and finance working on the issue.

MODI’S FOCUS IS ALSO DEPICTED IN HIS COUNCIL OF MINISTERS, AS KEY PORTFOLIOS HAVE BEEN GIVEN TO YOUNG TURKS

NEW DELHI: Prime Minister Narendra Modi has made it clear that the NDA government will focus on the youth. After inducting many young leaders in his council of ministers, a new wing has been created for skill development and entrepreneurship.

It is the first time that the two departments have been clubbed together and brought under youth affairs and sports minister Sarbananda Sonowal with an aim to have a focused approach to job creation.

While entrepreneurship will be hived off from finance ministry, Sonowal will get skill development from labour and HRD ministries. Ministry officials say the newly carved department would get sufficient monetary support in the budget to be tabled in the session starting June 2.

Though the previous UPA government had created a national skill development authority under the finance ministry, it had failed to ensure requisite training to youth for the job market. Modi’s focus on youth is also depicted in his council of ministers, as key portfolios have been given to young Turks with independent charge. 38-year-old Smriti Irani is the new HRD minister with a Cabinet rank. Piyush Goyal, one of the leaders behind Modi’s election campaign, got ministries of power, coal and new and renewable energy — all held by Cabinet ministers earlier. The idea behind giving key ministries to young leaders is to prepare them for bigger roles in the future. “Modi does not want to hang on to the old guard as the Congress did,” a BJP leader said.

Modi’s high-pitched campaign, inspiring youth to vote for the BJP in large numbers, would find a reflection in the government, which is expected to come out with a new policy on skill development and entrepreneurship.

Haryana Government has decided to launch a monetary reward scheme ‘STAR’ with a view to skill the youth and empower girls and women.Education Minister Geeta Bhukkal today said the first phase of the Centrally sponsored scheme would be implemented in the state from April 1 under which a minimum of one-month training would be imparted to the youth in various disciplines, including IT, retail, security, automotive and health care.
