The Modi government is set to launch a new skill development policy by March 2015 that would bridge the gap between educational institutions and the labour market, minister of state for skill development and entrepreneurship Sarbananda Sonowal said here on Wednesday.
The new scheme is expected to move beyond the target of skilling 500 million youth by 2020 that was set by the UPA government.
“A multi skill development programme on mission mode for job creation end entrepreneurship for all socio-economic classes is being worked out. This will facilitate mobility of workforce,” he said at an Indo-German conference on Skill Development.
The minister also sought cooperation from the German government which runs the successful Vocational Education and Training programme under which apprentices are hired by companies for three to four weeks for complementary education and eventual placement.
“It needs to be seen if an adaptation of the VET can be launched in India,” said Sonowal adding that Germany can also help in the training of instructors of the vocational education courses.
Speaking on the occasion, German Ambassador Michael Steiner said the new focus on skill development and vocational training would strengthen the MSME sector in India. Steiner said that companies in Germany recover nearly 80% of their investments in vocational training from the contribution made by apprentices. He said it may not be possible for a large country like India to replicate the German model but could certainly imbibe the principles behind it. Concessions in the form of tax incentives could also be extended to encourage private participation, he added.
