About National Apprenticeship Promotion Scheme (NAPS)
1. National scheme for providing skill training to ITI students / Freshers / MES Pass-outs / PMKVY candidates
2. Implemented by the Director General of Training (DGT) under the Ministry of Skill Development and Entrepreneurship (MSDE)
in their regions for Designated Trades
3.Implemented by National Skill Development Corporation (NSDC) and CEOs of the Sector Skill Councils in their sectors for Optional Trades
4.Implemented by State Apprenticeship Advisers (SAA) in their regions for both the Trades
5.Apprenticeship Training consists of Basic Training and On-the-JobTraining/Practical Training at the workplace in the industry
6.The main objective of the scheme is to promote apprenticeship training and to increase the engagement of apprentices.
Employers
1. Employer validation through TIN/TAN and EPFO/ESIC/LIN/ any other identifier as decided by the central government.
2. There must be an Aadhar linked bank account of employer.
1. Sharing of stipend with employers to a maximum limit of Rs. 1500 per month per apprentice.
2. Sharing of Basic Training Cost with Basic Training Providers to a maximum limit of Rs. 7500 for 500 hours/ 3 months per apprentice.
1. Reduction in Recruitment cost – option to recruit at the end of the apprenticeship
2. Reduction in attrition rate – loyalty toward the employer
3. Freedom to utilize CSR fund – to engage apprentices over the minimum mandated 2.5% of total manpower
4. Gain goodwill by implementing NAPS and contributing to building industry-ready workforce
Apprentices
1. Category – ITI pass out, Dual-Mode Trainee of ITI, PMKVY/ MES Pass Out/ Fresher
2. Minimum age – 14 yrs
3. Maximum age – not applicable (21 years for Fresher)
4. Minimum education – as per Trade
5. Mandate – holder of Aadhar card and Aadhar-linked bank account
1. Learning opportunity for students who cannot continue formal education / higher education
2. Certificate for the specific skill at the end of the apprenticeship
3. Employment Opportunity with the company providing training
4. On-the-job training and industry exposure
5. Earning stipend
Key Features NAPS - FY 2023
1. Wider option for the apprentices-integration with other schemes – State/ Central Government approved courses like PMKVY, DDU-GKY etc. shall be linked with an apprenticeship as optional trades
2. Ease of Administering through technology – A specially designed online portal “www.apprenticeshipindia.org” shall be used for administering the entire implementation of the Apprenticeship Training online.
3. Involvement of States/UTs – The District Skilling Committees being promoted by both the Central and State governments will be mandated to identify apprenticeship opportunities in their district and ensure appropriate utilization of same.
4. Promoter and Facilitators/Third Party Aggregators (TPA) – The role of these are important for mobilizing the apprentices, mapping their preferences with the demand from the establishments for apprenticeship opportunities posted on the portal, and helping the establishment in identifying Basic Training Providers.
Eligibility and Requirements for Basic Training Providers (BTP)
1. Government and Private ITI having spare seats (within overall sanctioned seats)
2. Establishments with in-house basic training facilities
3. BTP set up/supported by industry clusters
4. Physical verification of basic training facilities by RDAT
5. BTP must have Aadhar linked bank account
General
1. Mandatory for Establishments, Apprentices, and BTPs to register and engage apprentices through the portal, apprenticeship.gov.in.
2. Contract registration through the portal is a must for designated and optional trades.
